This is a Finnish made contraption. A company called Lokari made tiny cars for kids in the 80's. Most of these very were very weird looking things. At some point they made a deal with Saab to make a model with fairly accurate 900 body. They even named it Saab 006. These very common in amusement parks etc when I was a kid and I remember driving one too. They sold these quite a lot all around the world for various Saab related activities. I think 1 of 75 cannot be true.

Here’s Leo Laine who was the founder and still running the company in the 80's

Making these tiny cars was only short phase for Lokari. Their main product has always been making inner mudguards for vehicles. The first ones in the 60's were made from aluminum but the later ones are made from plastic.

In Finnish mudguard is lokasuoja which is often shortened as lokari .
